I. Strengthen Administrative and National Security Systems Collaboration for Precise Risk and Threat Assessment
Taiwan's homeland security response mechanism adopts a dual-track system of administrative and national security to strengthen the reporting and response to abnormal incidents. The administrative system handles relevant emergency preparedness, while the national security system focuses on intelligence gathering and analysis. The National Security Bureau is responsible for comprehensive situational analysis and participates in the response team for major man-made security incidents or terrorist attacks.
II. Activate the Joint Response Mechanism and Escalate the Response Level as Needed
In the event of receiving abnormal intelligence, early warning messages, or the occurrence of homeland security incidents, the competent authority shall immediately activate the contingency plan and establish the emergency response team to investigate and respond to the emergency. According to the severity of the situation, the response level shall escalate to the response center if needed. The central and local governments shall work together to respond to the incident, conducting intelligence gathering, vigilance, containment, search and arrest operations, and subsequent recovery work.
III. Response in accordance with the CIP plan to Control the Damage
In the event of CI core function impairment, a major man-made security incident, or a terrorist attack, in addition to reporting in accordance with the “Operation Directions on Homeland Security Contingency Notification,” the response mechanism should be immediately activated as per the CIP Plan. This entails undertaking repair, recovery, and business continuity measures, while supporting agencies cooperate in rescue, medical aid, and evacuation operations to prevent the incident from escalating and ensure operational resilience and security.
