To ensure homeland security and coordinate the relevant emergency response systems, the Executive Yuan has established the “Homeland Security Policy Committee(HSPC)” to prevent and respond to the hazards caused by various major man-made incidents or terrorist activities, aiming to maintain and restore the normal operation of the country and the people’s way of life.

The committee is mandated to:

  1. Direct and overhaul homeland security policies.
  2. Review and approve operational plans of homeland security agencies.
  3. Supervise and evaluate homeland security affairs of central and local government agencies.
  4. Handle general policy matters related to homeland security.

Eight emergency response groups operate under the purview of this committee, with staff work being handled by the Office of Homeland Security (OHS) under the Executive Yuan.
